杭州在全国率先试点机动车停放按分钟计费的短计费周期改革，以回应公众对现行计费方式“停61分钟按2小时收费”等问题的关切。试点结束后，拱墅区有三家停车场继续执行该方案，其中两家采用按分钟计费，一家采用15分钟为计费周期。改革后，1小时内的停车费用下降最为明显。
